The Chinese Minister presents his compliments

to His Britannic Majesty's Principal Secretary of

State for Foreign Affairs and desires to acquaint

His Excellency that the Viceroy of Kwangtung, in

consultation and concert with the Governor of

Hongkong, is taking all possible steps to suppress

gambling within, or near to, their respective juris-

dictions, the Viceroy being of one mind with the

Governor as to the injury which the gambling habit

works in a community especially when publicly

encouraged. Their efforts in this direction are

greatly impeded by the existence at Macao, a place

within easy reach both of Canton and Hongkong, of

gambling establishments officially recognised by,

and yielding a revenue to, the local Government.

Viceroy therefore has begged his Government in Peking

to approach the Portuguese Government with an urgent

request to discontinue their support of gambling at

Macao with a view to its complete suppression.

With this object the Wai-wu Pu has instructed

their Minister in Paris, who also represents China
